groff-base software package provides GNU troff text-formatting system (base system components), you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install groff-base
groff-base is installed in your system.
Make ensure the groff-base package were installed using the commands given below,
$ sudo dpkg-query -l | grep groff-base *
You will get with groff-base package name, version, architecture and description in a table
